President Mahama has linked a sharp decline in national WASSCE exam results to weak basic education, announcing a major policy shift to refocus government resources on foundational literacy and numeracy

Speaking at the Doha Forum in December 2025, the President directly connected poor secondary school exam results—such as a drop in Core Mathematics passes from 66.86% (2024) to 48.73% (2025)—to long-term neglect of basic schools. He stated that funding has disproportionately favored the secondary level, weakening the essential foundation. His new direction involves "return[ing] to foundational learning" to ensure children master core skills (reading, writing, arithmetic). He also stressed the urgent need to improve technical and vocational education (TVET) to equip youth with practical skills for digital jobs and counter their potential recruitment into criminal networks
